With heavy hearts and deep love, we announce the passing of a remarkable woman, Norma Gordon Cheeves, who was born March 23, 1946 in Conroe, Texas, and left this world peacefully May 16, 2025 at the age of seventy-nine. A devoted mother, cherished wife, loyal friend, and beloved member of her community, Norma leaves behind a legacy of laughter, strength, and unwavering love.

Norma moved to San Antonio, Texas at a young age, eventually meeting and marrying Robert Eugene Moore. From this union, Norma’s four children were born, whom of which lives she enriched with boundless care, wisdom, and joy. Norma later found a lifelong partner in her second husband, Joe Lewis Jackson, with whom she shared over thirty beautiful years of love and companionship.

Norma had a zest for life and a heart full of adventure. She found joy in simple pleasures—strolling through parks, people-watching, and sharing stories over coffee. She was passionate about traveling and especially loved going on cruises, where she could combine her love of exploration and relaxation. A voracious reader and a natural storyteller, she had a quick wit and an infectious laugh that could brighten any room. Her outgoing personality and sense of humor made her a joy to be around and a friend to all.

Professionally, Norma dedicated nearly forty years of her life to public service through her work with the State of Texas. She also spent five years working for Girlings after her retirement from the State of Texas. Her career was marked by hard work, integrity, and a deep commitment to making a difference in the lives of others and she a proud member of Second Baptist Church.

In addition to her public service, Norma was a proud entrepreneur and business owner. Her drive, creativity, and work ethic were unmatched, and she approached every challenge with determination and grace.

She is survived by her four loving children, Lynette Moore, Robert Moore, Charles Moore, Gracie Moore, her adoring grandchildren, Christopher Moore, Kalani Moore, Kiana Moore, Tristan Moore, Chloe Russel Evans, and Andrew Moore one sister Barbara Scott, a sister in law Nola Robinson and step father William Robinson as well as a host of extended family and friends who will miss her deeply. Her legacy lives on through the lives she touched with her kindness, strength, and warmth.

Norma taught us how to love deeply, laugh often, and live fully. Though she is no longer with us in body, her spirit will remain in our hearts forever.

    You have my deepest condolences. Norma and I started working at the Texas Welfare Department in 1966. She was a beautiful person and good friend. Since we were new employees we ate lunch together at our desks and played cards. I have fond memories of those many years as co-workers. May she rest in peace.
